UNHCR and Better Shelter

The favourable protection environment in Brazil allowed Venezuelans to be recognized as refugees through a prima facie procedure on the grounds of the Cartagena Declaration. However, the border with the Bolivarian Republic of Venezuela has been closed since March 2020 due to COVID-19, preventing access to territory and documentation.

As part of the organization’s multisectoral response and support to Brazilian agencies and organisations, UNHCR purchased 576 Better Shelter Relief Housing Units (RHUs) as part of its response to the influx of Venezuelan migrants in Brazil and the rest of Latin America.

These units will largely be used as temporary shelters for migrating families, on the path to interiorization in Brazil. With that said, evidence from implementing partners on the ground, indicate that the RHUs have been used in temporary hospitals and health clinics, community infrastructure and educational structures.
